Sylvia Joyce Davis-Rodriguez was born July 17, 1945 in Manhattan, New York to the late Jacob Davis and Maggie Dixon Davis. In the early morning of October 9, 2025, she transitioned peacefully and joined her husband in eternal rest.
Always focused on justice and equality, in her youth, Sylvia was a member of the National Association for the Advancement of Colored People (NAACP). She participated in local sit-ins in support of her southern counterparts. Sylvia graduated from the College of New Rochelle in New Rochelle, NY. She also pursued a Masters in Social Work from Montclair State University and Farleigh Dickinson University. Sylvia worked for over 40 years in local and federal government. As a Human Resource Specialist in the Community Development Agency (CDA), Sylvia monitored the Head Start program for compliance. She was a Personnel Specialist, Acting Personnel Director, then Chief of Employee & Labor Relations in the Army Corp of Engineers before transitioning to the General Services Administration (GSA), where she was an Equal Employment Specialist and Mediator. Sylvia was known amongst her colleagues for her impeccable work and close attention to detail. This was demonstrated, when she initiated and coordinated monthly diversity sessions for Hispanic, African American, Asian American, and Women's History and Gay Pride months. These sessions were she researched and booked local and national celebrities, were a favorite within her department. She continued this dedication to equal opportunity and diversity, with roles in Blacks in Government (BIG) and the National Association of Negro Business and Professional Women.
Sylvia could always be seen with her meticulously selected accessories and a book in hand. A lover of literature and art, Sylvia enjoyed museums, broadway shows, spoken word, musical performances, and local festivals. She collected numerous pieces of art, records, and pictures, and was fascinated with African-American history. Sylvia loved to host family gatherings around the holidays and for small events; and always sought to have a welcoming home. She gave back to her community, dedicating her time and energy in numerous ways including acting as a local Girl Scout leader. Her focus was always her family and friends. Sylvia was always available to mentor others and give caring and loving advice. Her warmth, love, and caring nature will be missed.
A loving wife, dedicated mother and grandmother, supportive sibling, caring aunt and loyal friend; Sylvia leaves to cherish her memory; her daughters Noemi, Whitney, and Jessica; two grandsons Caesar (CJ) Reeder and Kyheim Ruffin; her brother Jeffrey Davis; her niece Denise Danek; her nephew Jason Davis; cousins, John Sealey and Cynthia Bolton; her goddaughters Taneisha Smith and Shanna McLeod (mother Patricia Greenidge), and a host of cousins, former colleagues, and dedicated friends.
She is preceded in death by her husband, John B. Rodriguez; parents, Jacob and Maggie Davis; her brothers, Frankie and Jerome; and nephew, Mark.
